          WOODDITTON PARISH COUNCIL      
    
The Council met in Saxon Street Methodist Church  Hall   on  Thursday  19th November  2009 at 7.30 pm.
1.Present were Mr Peter Powney- Jones (Chairman) ,Councillors  Messrs  Eileen Bullock , Cliff Pettitt ,  Geoff Gardiner, 
Charles Smith  and June Surrage. 
 Mr John Theobald (Clerk) 

Apologies and absences . Garsham Robertson , Robin Sharp, Peter Golding , Carole Good  and  (later) Bob Burton    
( all business & personal commitments).
 Anthea Davidson (DC) attended.  
  Apologies from Peter Cresswell and Carl Poole  

2   Interests Declared.    June Surrage   declared a personal  interest in the grant application from the Methodist Church 
Hall .
 

3   Minutes. The draft  minutes  of  the  previous  meeting  on  
        15th  October  were sent previously to all Councillors, and  were now  approved unanimously  and signed by the 
Chairman.
 

4  Matters arising.
The Chairman reported on the Parish Panel Members meeting on 4th November. The main aims were to engage more with the 
community and have wider prospectives.To use the Website for  questions and answers  page ,to invite independent people to 
address the Panel and to engage with the Newmarket.

Paul Goffin of the Newmarket Day Centre had apologised for being unable to speak to the Council . 

Speedwatch has 2 new volunteers from the parish.

Public Forum .

Points raised were : damage to the bus shelter, removal of horse crossing signs, reinstatement of 3 footpaths after 
autumn ploughing and advertising the Parish apple press.

  5 Planning Applications

THE COUNCIL HAD NO OBJECTIONS BUT REQUESTED THAT THE PORTACABIN WINDOWS FACING THE TRINITY DRIVE HOUSES AND GARDENS BE 
BLANKED OFF,LOCKED SHUT OR HAVE RESTRICTED OPENING.   

       UPDATES  ON PLANNING DECISIONS 
      CONSENT WAS GIVEN FOR  09/00721/FUL 17 LITTLE DITTON  

       CONSENT WAS REFUSED FOR 09/00631/FUM. 18 DWELLINGS ON PART OF ALLOTMENT LAND AT ST JOHNS AVENUE.
(PERMANENT LOSS OF ALLOTMENT LAND WITH NO REPLACEMENT LAND OFFERED ,AND LACK OF ADEQUATE COMMUNITY INFRA-STRUCTURE )     

                
6	2 RED TELEPHONE KIOSKS  
The Council discussed the merits of acquiring these,and the possible maintenance costs. It passed a resolution proposed by 
Geoff Gardiner ,seconded by June Surrage ,to buy the kiosks and review the upkeep costs after a year. 


7	THREE BLACKBIRDS PUB 
The Chairman said that electricity had just been restored ,and it was believed a new licence had been granted. Anthea 
Davidson said that  the East Cambs DC Licensing Officer  might supply the latest information. The Council decided to keep 
Robin Sharp”s draft letter to the Brewery Company on file for the time being.        
                                                                                                                                                                                                                            
    8   AMENITY FIELD                                                       
     There is very little new. Two drafts of suggested public notices  have been sent to Darley Projects Manager for 
approval, and a response is awaited. When received the accepted version  will be put to Sign Writers for price quotations. 
 
   
 9  Highways and Maintenance 
The Council approved and accepted an estimate from a fencing contractor for a new section of fencing at the Kings Drive 
play area.
There was a general discussion about replacing the oak tree saplings. Highway regulations must be complied with, and the 
possibility of a new location was considered, The District Council Tree Preservation Officer might be able to advise on 
some aspects.

The members will arrange shared transport for the Recycling Centre visit on 3rd December.

The appeal from the Methodist Church Hall Treasurer for assistance with the costs of the On-line computer 
service was considered ,and the Council resolved to award £100.00.  (LGA 1976 s19) 

11	PRECEPT BID 2010/11    
Draft forecasts were  reviewed ,and the Council were conscious of the need for budget restraint in the economic climate. 
The Council resolved to  place an estimated bid of £13400. (Resolution proposed by Geoff Gardiner,seconded by June Surrage, 
passed  unanimously) .   
                        
                                                                                                                                                                          
 12     QUALITY COUNCIL STATUS 
           The Clerk reported on a meeting with a Representative of 
           CPALC, and produced copies of the Criteria  List , NALC notes  
           and  CPALC training prospectus.  A working party to consider 
           the input from the Council may be needed. The subject will be 
           considered at a later meeting.
